The Worst Little Whorehouse in Carterton:

Here it is, in all it's tawdry glory, the premier production of the "Limelight Theatre Company, which took over all the remaining assets of the former Phoenix Theatre, as well as getting a mysterious grant of "several thousand dollars" which has suddenly come to light after local lawyer and thespian Peter Totman suddenly remembered it's existence twenty years later - yeah, right!  The first production in the famous Carterton Events Centre that nobody in Carterton wanted, the one we were promised was going to be for everyone, family friendly, etc.  Real family entertainment alright, all the kids are asking mummy, what's a whorehouse?  Is the best we can do?  R 16

More of the same old fraud from the same old people.  Once upon a time Carterton had a Community Resource Centre, running about ten community organisations including the Community Gardens, Supergrans, First Steps, programs to assist less able members (called 'disabled' by other people) to find employment, etc. It was taken over when the people named below and others took over the Centre illegally by punching the Secretary and Finance Officer in the face and changing the locks to cover up the fraud and misfeasance described by these lawyers.

This money should have gone to the Phoenix Theatre, the people's theatre, but of course they were never told about it, were they?  Peter Totman knew perfectly well about the Phoenix Theatre for years but obviously chose to keep this money a big secret from them.  Now suddenly he produces it like a rabbit from a hat to give to this bunch of vulgar self important show offs to ponce about putting on their "performance" of "The Best Little Whorehouse In Carterton" or whatever it is.  Here's what the article in the local rag says:
"It was the case of the reappearing money for a Wairarapa drama society on Wednesday, as thousands of dollars gets set to boost theatre productions 20 years after it was squirrelled away.

At Wednesday's Carterton District Council meeting councillors were told $7000 had been held by the council since 1989, the date when the former Carterton Amateur Dramatic Society went into recess.

Council chief executive Colin Wright noted in a report it looked like that money was held on the condition it one day be given to another such group.

"Inquiries indicate that the intention was for these funds to be utilised by a similar amateur group in the future," Mr Wright said.

"The Limelight Theatre Group [formerly Phoenix] have now requested these funds in accordance with the original intention as they have little in the way of financial resources for producing their proposed show during November in the Events Centre or any future events."

A letter from Peter Totman, last president and honorary solicitor of CADS, confirmed the two-decades-old decision.

"It was resolved that the funds of the society be transferred to Carterton District Council to be, in due course, transferred to a society within the Carterton district with similar objectives as CADS.

"I subsequently arranged for the funds to be deposited accordingly."

On Wednesday that appeared to be the case, but no evidence had come to light.

"Unfortunately we can't find any correspondence and there's no minutes of it," Mr Wright said.

"But we definitely are holding what amounts to several thousand dollars of funds, and that includes about 20 years of accumulated interest."

The council were due to discuss releasing the money to Limelight at the meeting." 


The Limelight Theatre is the vehicle for show offs like the lawyers and their mates, Mark Hinton, Caroline Wait, John Greenwood, Kate Nolan, members of the Carterton District Council like Barbara Durbin, Elaine Brazendale, Ruth Carter, Jill Greathead, Ewen Hyde, etc - who were all on the committee of the former Carterton Community Centre when it was illegally taken over and closed down to cover up the fraud and gross mismanagement.  These are the people who thought it was such a good idea to hire unemployed transvestite prostitute Georgina Beyer (known locally as Beyer the Liar) to teach the youth of the town "Life Skills" - at the tax payers expense of course, it wasn't coming out of their pockets, it's YOUR money they're throwing down the drain with this sort of carry on while crime, child abuse and suicide skyrocket out of control in the Wairarapa under the governance of these corrupt and stupid idiots.  I use the term "stupid idiots" because the report of the Auditor General published on this site (highlights are at this link, scroll down to paragraph ninety something, 91 or 92 I think) makes it absolutely crystal clear that this is exactly what they are.  Mark Hinton wrote the letter to police accusing me of the theft of the community centre's financial records.  I've posted them on the internet to show why there has never been an audit, because Councillor Jill Greathead was told by RG Thompson that it would be a huge fail and the allegations of fraud were try, go Greathead closed the audit down!

What's also crystal clear is that there have been two substantial community petitions against this Event Centre, and that it is unwanted by the vast majority of people in the community and certainly all the well informed ones (apart from the corrupt well informed ones who were involved in the fraud and misfeasance), and that the Carterton Events Centre is an obscene insult to the real people of Carterton, and all the people who signed the petition calling for an audit of the former Community Centre, the Event Centre - including the so called "Facility Focus Group" and the involvement of the Carterton District Council and people associated with it.  This isn't our Community Centre, it's their "Event Centre".  Reminds me a bit of that comedian, who was had up for molesting his 4 year old daughter, got off with no conviction and name suppression (- I get more than that for not wearing my bike helmet!).  Judge Phillipa Cunningham said he deserved to get off because he was so funny and we all needed to have a good laugh [at this sort of thing?] adn the poor man wouldn't be able to get a job if he was punished in any way.  Maybe he should stop trying to be a comedian and get a real job.

We had a proper community resource centre, the real Heart of Carterton, with Community Gardens, a Health Centre, a Borough Farm, now we've got an 'Event Centre' run by the same thieves and liars who are responsible for the fraud and misfeasance at the former Carterton Community Centre, and the theft of all the assets and funds of that organisation, and the very first thing they do is put a big performance of this just to remind everyone of Cartertons's Whorehouse image - good one Ron Mark and the Carterton District Council, lawyers John Greenwood, Carolyn Wait, lawyers 'assistant' Kate Nolan, Councillors Brazendale, Carter, Greathead, librarian Hyde - for dragging the town into the gutter yet again.

Here's more about  how your taxes and rates are spent.  As you can see, Friends of the Gardens received the grand sum of $250 - conditionally - while Sean Crawford, son of John Crawford, leader of the gang of bullies and idiots who took over the former Community Centre for this very reason - so daddy could keep funnelling our hard earned money into little Sean's pocket, and the pockets of their mates.

At left is a letter to me from Julie Hallam,  Elaine Brazendale, and "P Smith", on behalf of the Carterton District Community Trust.  Hallam was "Support Services Manager" at the Carterton District Council and committee member of the Carterton Community Centre, and incorporated society whose main funder was the Carterton District Council, Elaine Brazendale, Carterton District Councillor, was also on the committee of the Carterton Community Centre.

This rude arrogant letter is noted "cc: Edwin Perry" because MP Edwin Perry was due to attend the advertised public meeting to discuss the illegal takeover mismanagement and closure of the former Carterton Community Centre.

The amalgamation of all accounts into one i.e. Carterton Community Centre Account was tabled but it was thought prudent to remain with the VOSP account on its own until the programme was closed.

Carterton District Council was the major funder of the Community Centre, and Councillors and staff were thieving all the money hand over fist and using the Centre as their own private slush fund!

Remember the verbal "overview" of the financial reports given to the AGM by Elaine Brazendale (see above minutes of the AGM), Elaine Brazendale, Julie Hallam, Georgina Beyer, Ruth Carter, and every single one of the group who took over the Carterton Community Centre knew about the fraud evidenced indisputably by the Financial Records of the Centre.

For the benefit of those who 

The following is an account of the events that occured at a public meeting to discuss the proposed Carterton Community Facility, and in the days following the meeting.  In particular it features evidence of Georgina Beyer's corruption, and that of the group associated with the Carterton District Council.  It was written by a married couple, whose names I have changed to X and Y Z in order to protect their privacy.  Some idiot hiding behind the name 'Justice' has posted a comment on this blog claiming to have heard the rubbish he spouts "on good authority".  

These people are mature, professional people with absolutely  impeccable credentials, who did not know me from a bar of soap, in other words they are completely impartial and independent, and sane, unlike 'Justice' I suspect.  

There are four documents below, (1) an account of what happened at the meeting, (2) a copy of an email to Prime Minister Helen Clarke expressing outrage at the behaviour of Beyer and the police at the meeting, (3) an account of a discussion that took place between the one of the writers and Ewen Hyde, Carterton DIstrict Council librarian, and member of the group that took over the former Community Centre illegally and closed it down to cover up the fraud and mismanagement, and self appointed chairman of the Facility Focus Group, and Georgina Beyer, and (4) an account of a discussion between the writer and police area commander Jack Johnston about what happened at the meeting.  

The police burst into the meeting like the Gestapo, after driving at dangerous and reckless speeds to get from the Masterton police station to the Masterton Municipal Hall in only seven minutes (it usually takes 25 minutes).  They seized me physically as I was trying to leave with everyone else after the meeting finished.  I was most definitely not told I was under arrest, let alone what for, and these witnesses attest to that clearly and firmly.  It was an outrageous act of politically motivated police brutality, committed on the instructions of Georgina Beyer and Gary McPhee and the Area Commander of the local police.  The evidence of the Court hearings will be posted soon, and the judgement.  Watch this space, you won't believe your eyes.

An Account of the Happenings at a Meeting at the Community Hall Carterton
We, X and Y Z were present at the Municipal Hall, Holloway Street, Carterton on 26 October 2005 at a public meeting to discuss a report being presented by the Community Focus Group on a proposed new community facility.
We estimate that there were approx 40 – 50 people present at the meeting. However the attendance book, which we were asked to sign, would give a more accurate head count.
Prior to this meeting we did not know Kate Raue or know of her. We had never heard her name. It was not until the following day when discussing the incident on this night that we were given her name.
After signing the attendance book in the foyer of the hall we seated ourselves on the right hand side of the room, four or five rows from the back. Approximately a third up the bank of chairs.
The meeting was chaired by Ewen Hyde and began with a presentation by Mr Hyde and Glen Hughes of Opus Consutants who had carried out the preparatory work on the concept.
Ewen Hyde then invited the public to ask questions and offer comments regarding all aspects of the proposal. There were diverse comments on the financial and physical aspects of the proposal.
A person, who the next day we were informed was Kate Raue, was seated a couple of rows behind us, on the same side of the room and slightly to the left of us. Kate waited politely for a chance to speak and when she did she asked the people present, in words similar to the following, “Do you really want to let these people who caused the last community centre to close down amid allegations of mismanagement and fraud, to be the ones in charge of a new four million dollar project?”
She said that members had asked for an audit of the books and these people had refused. She said that people had been asking for this for some time and asked why the same people trying to push the $4,000,000 proposal continued to refuse the audit. She said there had been a cover up of the mismanagement and because of this the same people shouldn’t be allowed to control this new proposal.
Ms Raue spoke forcefully but was not screaming or shouting. She was making her point but not ranting or raving. Her body language was neutral and non-threatening, she stood in place, used mild gestures and referred to a piece of paper she was holding.
Ewen Hyde asked her to sit down. He said that this was old ground and that she was disrupting the meeting by raising old issues when they were looking at new matters. Kate added 2 or 3 more comments and then sat.
Two or more people spoke, then Kate spoke again and was again asked to sit down by Mr Hyde which she did but added the comment “I haven’t finished yet, I’m just having a rest.” Mr Hyde then said “You will be asked to leave.” Kate replied “This is supposed to be a public meeting for people to comment on your proposal and that is what I am doing.” Ewen said “Please leave.” To which Kate replied “No.”
Others then spoke after which Georgina Beyer stood up to speak. Ms Beyer was seated two thirds of the way up the room on the left hand side, the side opposite to us, and a few rows ahead. She commenced by thanking the committee for their work on the project, said that it was a good idea and she would do all she could to facilitate funding, by which we thought she was implying that she would be a facilitator between the committee and those in power in Wellington.
Then with absolutely no provocation Ms Beyer turned and faced Kate Raue and began to abuse her in a most personal manner. One phrase being “Kate Raue you are a blight on this community.” Ms Beyer also threatened Ms Raue with legal action. Ms Beyer’s body language was aggressive and threatening. She was leaning forward, pointing and jabbing her finger at Ms Raue. Her facial features were distorted as she ranted and stunned the room in to silence.
Georgina Beyer’s reaction was excessive to what had preceded it and actually alerted us to a shared history. She was obviously aware that she was under attack from Kate’s comments but she had not been named, whereas her comments were a direct personal attack on Ms Raue.
Ms Beyer’s inflammatory and defamatory tirade continued for 30 seconds or so and others in the hall appeared stunned but at no time did Mr Hyde say anything to her about her behaviour. Her outburst was embarrassing and seemed to us an over-reaction to robust criticism.
Kate Raue responded briefly and there were some low murmurings for her to sit down, which she did and the meeting continued with others exchanging their views on the proposed complex.
One of the speakers, who introduced himself as Matthew Morris, a consultant, stood up to ask some very pertinent questions but before he did he very pointedly looked at Georgina Beyer and said words to the effect of “there is more than one person in this hall tonight who should be reprimanded for their behaviour.”
A debate continued regarding the desirability of the new building complecx, what was to happen to the old Municipal Hall, etc. A member of the public offered the view that it was disappointing the Lord Mayor wasn’t at the meeting, Whereupon Bill Knowles put in an apology for the Mayor, but as the meeting had been going for about an hour at that point a few in the audience seemed sceptical about the late apology. Ms Raue commented that he was probably at the pub. Many of those present laughed but one person did call out “Be quiet Kate.”
About then Bill Knowles and Ewen Hyde left the hall leaving Glenn Hughes of Opus to chair the meeting which was quiet and orderly. Kate was sitting in her seat. X leaned towards to me and asked “What are those two up to?”
A little while later two policemen entered the main hall and stood, leaning against the wall at the back of the room in a direct line with Kate Raue’s seat. One of the policemen was a large man with close cropped grey hair. The second officer was younger, shorter, of finer build and had dark hair. Several people, including us, became aware of them and turned to look. It was only up to a matter of a minute at most from the time they entered the body of the main hall to the moment the larger officer approached Kate Raue who was sitting quietly in her seat.
He bent over Kate’s right shoulder with his head next to hers and spoke to her. We did not hear what he said. Kate stood up and attempted to leave the hall but was being blocked by the officer.
At this time Ewen Hyde closed the meeting saying it would continue another time.
By this time Kate and the two officers were involved in a struggle in the foyer, and it appeared to us that Kate was being prevented from exiting the building. The larger of the two officers was the one most involved and at one point I (Y Z) placed my right hand on his arm to try and get his attention and ask him to stop this fracas. This was a fairly violent struggle which continued on to the pavement outside. A male unknown to us, repeatedly asked the officers why they were arresting Kate, as did others, also what were the charges and to please release her and let her go home. At no point did we hear either of the officers say they were arresting her or what charges, if any, they were laying.
As the larger of the two officers bundled Kate, who appeared to be passively resisting, in to the back of the police car I (Y) stood behind and to one side of the younger officer, who was standing free of the melee, and just shook my head, saying “Oh dear, oh dear.” The young officer turned to look at me but without expression.
Before we left the area I (Y) had a short conversation with Ewen Hyde telling him that I was disgusted with what had just occurred and he should be ashamed of his part in it. He told me that I didn’t understand the history of the situation. I pointed out, for the first of many times to come, that I was only concerned about and commenting on what had occurred that night. Mr Hyde thrust a paper in to my hands citing a by-law that gave the action to be taken if someone was trespassing and refusing to leave if asked to do so. He said he was within his rights to ask Mrs Raue to leave as she was trespassing. I pointed out it was a public meeting and Kate was entitled to voice an opinion.
X and I left the area to walk home, venting our anger to each other at how the situation had escalated and how poorly we thought it had been handled. We were very angry and upset.
I (Y) sat down at my computer and started to write an account of the evening’s happenings. However after a few lines I abandoned this and went online to seek an email address for office of Helen Clarke, Prime Minister.
I typed and sent an email advising her of the behaviour of one of her party’s list MP’s. I did not expect a response to this email as it states on the web site that they only respond to letters. However I do know that the email is stored in their archives as I enquired about it in June 2006. * email attached (2)
Whilst I was composing the above email X returned to the Municipal Hall to speak to Georgina Beyer and Ewen Hyde. * account attached (3)
We both felt then and still do, that the actions of the police officers at the Municipal Hall that night were not only unnecessary but were inflammatory as there were no problems at the time of their arrival and nothing prior to that which even warranted them being called out. As they were called to the hall by one of the conveners a ‘wait and see’ attitude was all that was required. If necessary they could have spoken to Kate Raue later. As it was a mildly embarrassing situation was blown up out of all proportion. We felt that the only person who had behaved in a threatening and disorderly manner was list MP Georgina Beyer.
As a result of this meeting and its aftermath I made it my business to find out more about the demise of the previous community centre. I spoke to long term residents and also accessed the archives of the Wairarapa Times Age newspaper. Concerns were expressed to me regarding the manner of closing of the centre and the non-disclosure of the destination of any remaining funds. Newspaper articles also highlighted an arrogance on the part of some people involved as to how much they would tell the community, whom they were supposed to be serving.
The day following Ms Raue’s handcuffing and removal by police from the Municipal Hall X rang Masterton Police station and asked to speak to the Area Commander.

This is a copy of the email sent to the office of the Prime Minister of New Zealand (p.m.@ministers.govt.nz) from Y and X Z of 22 Tyne St, Carterton on the night of a public meeting which ended in the arrest of Kate Raue.
Subject: list MP’s behaviour as a function of community welfare.
May I respectfully ask the Prime Minister to make herself aware of the actions and involvement of Georgina Beyer in a most disgusting and upsetting incident in a public meeting in Carterton on this night 26th October 2005.
A female member of the public, who in the first instance when she was speaking, evidently opened some old wounds relating to previous community projects. It was slightly embarrassing for some of us in the audience but the woman sat down and then when Georgina Beyer rose to speak, instead of concentrating on the agenda, she chose instead to launch a stream of verbal abuse including the threat of legal action. This did nothing to calm the situation.
However the meeting moved on but one councillor and the convener of the meeting chose to involve the Masterton constabulary. I was sitting one row in front of the woman who had so upset Georgina’s equilibrium and at the moment the two large police officers arrived on the scene she was sitting quietly in her seat, whereupon they tapped her on the shoulder and asked her to leave the hall. She refused and pointed out she was just having her say. The Police did not ask Georgina Beyer to leave due to her embarrassing behaviour.
The whole scene degenerated into a debacle which ended in the handcuffing and physical removal of the supposed offender.
Ms Beyer should be adept at defusing situations such as this and not allow others to exacerbate a mildly embarrassing incident into a deeply upsetting occurrence.
We are also of the opinion that the police actions were unnecessarily heavy handed. A wait and see position would have been more circumspect and a public meeting to debate and discuss a $4 000 000 community project would have concluded on a note of optimism and inclusiveness instead of dismay, disbelief and division.

Account of Conversation Between Mr Hyde, Georgina Beyer and X Z Outside the Carterton Municipal Hall on the 26/10/2005:
After Kate Raue had been removed from the Municipal Hall I returned home with my wife. However I was so incensed at what I had just witnessed that I returned to the Hall with the intention of voicing my displeasure to the two people I considered to be the instigators of the actions taken that evening.
When I arrived Ewen Hyde and Georgina Beyer were just inside the foyer, near the main doors. I spoke to Ms Beyer telling her that in my opinion people who enjoyed a position of trust and power such as she did should not abuse it. Ms Beyer told me I didn’t know what I was talking about and that Kate Raue had a history of this sort of thing. To which I replied “I wasn’t interested in the history I was only interested in what I had witnessed earlier that evening.”
Mr Hyde was similar to Ms Beyer’s in that he told me I didn’t understand the situation. I then told him that in my opinion his behaviour was inexcusable and a case of over kill.

Account of a conversation between X Z and Area Commander John (Jack) Johnston of Masterton:
On the morning of 27/10/2005 I rang Masterton Police station and asked to be put through to the Area Commander who I was informed was Inspector Jack Johnston. I was told that he was not available and my details were taken. I informed the woman on the switch the nature of my call which I wanted her to pass on to the Inspector so that he had time to prepare his thoughts on the matter. I didn’t wish to ‘ambush’ him.
Inspector Johnston returned my call the next day, the 28th.
The general discussion was about my displeasure at what had occurred on the night of the 26th at the Carterton Municipal Hall.
My first point was that it was an over reaction by Mr Hyde and Mr Knowles to call in the police to remove a member of the community for expressing an opinion in opposition to that of the Focus Group Committee and list MP Georgina Beyer.
My second point was that the inexcusable behaviour of the aforementioned list MP should have resulted in her being removed or at the very least, spoken to.
The third point I raised was concern at the tactics employed by the police officers attending on the night in question. The physical removal of the ‘so called’ offender and the handcuffing and rough treatment used to put her in to the police car.
I also pointed out to the Inspector that I objected to the blatant misuse of police resources for such a trivial matter (2 vehicles and four officers) and that a more prudent use of tax payers funds was called for.
Inspector Johnston took my comments on board and said that I had the advantage over him of being there on the night and witnessing the events as they occurred.
Inspector Johnston pointed out that Kate Raue “has a history,” to which I replied “I am not interested in her history only the current debacle which we are discussing.”

Financial Reports, Community Gardens: Beyer resigned for covering this up.

These are the financial reports of the Carterton Community Gardens.  It can be seen that there was the April Fool audit in April, then in May there was a payment of $6000 cash from this account, which lawyer Ken Daniels relates to the grant from the Tindall Foundation.  Then note that over $5000 of income is accounted for as "Miscellaneous", in June, August and September  these were the payments from the accounts of the other groups referred to in the documents below.

The Minutes of the Carterton Community Centre show that money was stolen from several bank accounts, several different organisations which held no liability for the personal grievance whatsoever.  That's fraud.  There is further information about these transactions on these sites and it is indisputable evidence of fraud, incompetence and corruption.  Georgina Beyer was forced to resign from parliament for her part in it.

Neither of these matters went anywhere near the Employment Tribunal, the committee just decided to pay them, after holding secret meetings.  Tony Feinson, Chairperson, punched me in the face in the office of the Carterton Community Centre and he and a small group of people changed the locks and took over the Centre illegally.  At a public meeting on 18th April 2001, on this site, a motion was passed that the affairs of the Centre were to be audited.  The group refused to appoint an auditor or to forward the information to the auditor mentioned in the minutes of one of their meetings, R G Thompson.

And all this is what Georgina Beyer corruptly tried to cover up.  Beyer had to resign from parliament in disgrace and has never been able to get a job since - or hold one down for longer than six weeks or something (in the case of the recent stint at Michael Hill).

Wollerman Cooke McClure sneaky mediation hypocrisy

This letter on the left is dated 16 May 2001, from the Employment Relations Authority, after I had been punched in the face by Chairman of the Carterton Community Centre about a month earlier in response to legitimate queries regarding the gross malfeasance and fraud, bullying etc at the Centre, made in my capacity as elected Secretary and Finance Officer of the Centre:

"Dear Kate,

Further to our discussion yesterday, I am writing to inform you that the Carterton Community Centre Committee have turned down my offer of mediation assistance.

Sophie Lucas."

The letter on the right is from Wollerman Cooke and McClure, the corrupt law firm who deliberately made the false complaint to police against regarding the Carterton Community Centre and it's assets - a complaint police soundly rejected after a thorough investigation. It's dated 14 June 2001, just a month later. It's addressed to my lawyer at the time, and it says:

"Dear Madam,

Re:: Katherine Raue: Carterton Community Centre Inc.

We refer to our telephone conversation and while the writer is still awaiting formal instruction from the Society in response to your communication, it is our belief that mediation can only proceed if your client releases to the Committee the material which she removed from the Society's offices so that the duly elected Officers of the Society could consult and then consider her claim relative to the Society's financial and administrative records.

We would obtain instructions that, subject to receipt of, and reasonable time to consider those records), the Committee would meet Ms Raue at mediation regarding her alleged personal grievance. We believe this view is consistent with what would be ordered if the matter went to the Employment Court.

We suggest that the material and records be available at your offices, for the writer or a member of his staff to collect.

Yours faithfully

Mark Hinton"

What a joke! I instructed the lawyer, Ainslie Hewton (Kamil Lakshman), to instruct the writer forthwith that he was taking instructions from people who were not authorised to issue them and his letter would be treated with the contempt it deserved!

On the post titled "Police cover up for Georgina Beyer and their other mates" is a copy of a letter dated 11 June 2001 written by Snr Sgt Reid of the Masterton Police.
On the second page of the letter it states that "on the 5th June a representative of the Carterton Community Centre (Elaine Brazendale) advised Senior Constable Wakefield that the Carterton Community Centre had declined to meet with Raue." More accurately, they declined to meet with, or even appoint, an auditor. Because of the FRAUD and gross malfeasance! This letter from Sgt Reid to Ainslie Hewton states (in response to Mark Hinton of Wollerman Cooke and McClure's accusation of theft against me):

"On 8th May 2001 Mark Hinton, solicitor (Wollerman Cooke and McClure) complained to police on behalf of the Carterton Community Centre about Katherine Raue possessing property belonging to the Carterton Community Centre.

The complaint has been investigated by Senior Constable Wakefield of the Carterton police.

Raue does not dispute possession of property belonging to the Carterton Community Centre.

Possession does not necessarily constitute theft, or any other offence.

In order to obtain a search warrant to seize property, police must establish that an offence punishable by imprisonment has been committed.

the police investigation has not established that Raue has stolen or fraudulently dealt with any of the property, therefore Police cannot obtain a search warrant to seize the property.

Kamil Lakshman, solicitor acting for Raue, has confirmed that Raue is taking legal action regarding personal and industrial disputes she has with the Carterton Community Centre and claims that the property is relevant to the disputes..

Lakshman has confirmed that Raue is willing to hand the property over to an independent person as opposed to the Carterton Community Centre.

Senior Wakefield had facilitated a meeting between Raue and the Carterton Community Centre to arrange the return of the property, [to meet with the auditor appointed, R G Thompson] but on 5th June a representative of the Carterton Community Centre (Elaine Brazendale) advised Constable Wakefield that the Carterton Community Centre had declined to meet with Raue.

Please do not hesitate to contact me or Senior Constable Wakefield should you require further information regarding this matter, or should further information come to light."

On the 16th May 2001 the Mediation Service advised that the group who had taken over the Carterton Community Centre had turned down their offer of mediation assistance in the dispute regarding the Community Centre. This clearly makes a mockery of this letter from Wollerman Cooke and McClure above, dated 14 June, a month later, doesn't it!

The so-called "duly elected officers of the Society" were not legally elected at all, they simply appointed themselves, at a meeting they had in May, without a quorum of committee members -- they had no authority whatsoever regarding the Centre or its funds, assets or affairs, which they took control of illegally. At another meeting in May the group falsely claiming they were the 'committee' recorded in the Minutes a motion was passed to appoint RG Thompson of Masterton auditor. Mr Thompson indicated a view consistent with that of the lawyers who found there was fraud and gross misfeasance committed by the group, so the audit was abruptly cancelled by Councillor Jull Greathead! Contrary to the claims of Georgina Beyer, Gary McPhee, and others, the financial records and affairs of the Carterton Community Centre and the ten organisations it was administering have NEVER been audited because of the blatant fraud.

Councillor Bill Knowles accused me of theft of the records and claimed that to be the reason no audit took place - this is a lie. Sleazy Constable Wakefield came to my home and demanded them and I told him I would meet the unlawfully 'elected' committee at the office of any auditor they cared to name and we could all hand over the information we held to the auditor, because as Knowles knows perfectly well, copies of every single piece of information I have are still in the possession of the 'committee' and always have been!

The letter from Sgt Reid makes it perfectly clear that the claims made by Wollerman Cooke and McClure are a deliberate attempt to pervert the course of justice and an insult to the intelligence!

What kind of so-called community representatives refuse mediation, and refuse an audit? People who refuse mediation and audits should not be on the Council, or in any other role in the community. Let them go and try and get a real job in the real world, it's time for these incompetent and corrupt 'professional politicians' to get their snouts out of the tax payer funded trough and stop thieving.

Art fart stinks: More money in the pockets of District Councillor's mates

    

This is the record of the Community Grants given out by the Carterton District Council for the 2002/2003 financial year, the Minutes of a Council meeting held in October 2002, and a letter, dated 12 August 2003, signed on behalf of the Carterton District Council by Julie Hallam, refusing our organisation, Friends of the Carterton Community Gardens, any funding at all "because our organisation was not a legal entity."  Julie Hallam was the very person who tried to cover up all the theft at the CCC, she was one of the very worst offenders in this disgraceful business, she was working for the District Council, a major funder of the Centre, and then just have a read of the documents she signed closing the Centre and trying to make sure nobody could be held liable for their fraud and misfeasance!  Hallam lied about my election nomination deposit and stole $400 from me by doing so.

Hallam was the Deputy Electoral Officer at the last local body election, and lied about my expense return.  Like Tony Feinson, who punched me in the face in the office of the Carterton Community Centre, to try and cover up the fraud and gross misfeasance at the Centre by the committee, which included Feinson and Hallam, Hallam died of cancer not long after stealing our $400 and lying about it - poetic justice for someone who worked so hard to steal $400 off the less privileged people of Carterton, the people who voted for me.  The election was corrupt, the evidence is on the post Election by Deception.  Hallam should have just returned OUR money.  Feinson and Hallam were on the committee of the CCC and Hallam's contribution was to ensure that the committee were indemnified against criminal charges for the fraud and misfeasance.  The motion was seconded by the mother of the administrator fiddling the books, Bev Thomas.  Council Civil Defence Officer Martyn Preece was cheating on his wife, living with Bev Thomas and her sister, (he later married Adrienne Thomas and they all went off overseas with the money they ripped off from the poor).  Preece had glaringly obvious conflicts of interest, as did Noeline Thomas, and I am told that Elaine Brazendale was a Thomas, and also related to Bev Thomas.

The Carterton District Council is corrupt.  The Audit Report (scroll down at that link, the highlights are at the end of lawyer Michael Appleby's formal complaint) confirms that they are also grossly incompetent.  Incumbent Councillors sought their positions because they saw an opportunity to take advantage and benefit themselves and their mates.  I seek a position on the Council because I see an opportunity to make the Wairarapa somewhere to be proud of.  When elected I will focus on dramatically reducing crime, suicide, child abuse and unemployment.  I understand what the real problem is, and how to fix it.  I've put my money where my mouth is, and walked the walk.  The local "news" papers are printing a pack of lies making local idiots like Georgina Beyer and Gary McPhee and the local corrupt and useless police out to be heroes.  This site will put the record straight, make sure you tune in regularly.

Hallam and her other mates on the Council, Ruth Carter, etc, are the same ones who gave Sean Crawford $1000 to have a two week "art" exhibition at what was then the Prime Art Space in Masterton!  Since when was Sean Crawford a legal entity and why was he given $1000 to have a two week exhibition in a FREE gallery - it was FREE to exhibit at Prime Art Space.

The record of Council grants shows that our organisation was the only one to have any conditions whatsoever attached, and we were only given the grant on the condition we provide Council with a detailed work plan and "purpose of the community garden."  The plan was evident, and based on the New Zealand Gardening Calendar and other basic resource materials, the purpose and success of the Garden was also evident as we told the Council: the purpose was to encourage every home to grow a garden, of vegetables, herbs, fruit and flowers, with an emphasis on edible products, and encourage the storage and consumption of produce, and trading of surplus through a Community Market - have a look at the latest funding request to the Council from Green Dollars (on the Council website, link will be up soon).  Professional rip off artist Larry Manson, aka Ljinon Manson, and his wife Catie Lou Manson have their snouts in the trough again through the Green Dollar scheme - people who have been proven to thieve money from charity like these two have should be booted out of any involvement in community organisations and refused any further funding for their self serving schemes!

We produced food for our food bank, to assist people in the community in immediate need, we helped them in the long term by making them a vegetable garden, giving them peach and plum tree seedlings, etc.  We established these gardens and orchards in local schools and playcentres, etc.  We've worked for eleven years to make this community a better place, while the same people go on ripping of the funding, aided by the same group of District Councillors, corrupt local police,etc.

We also had an extremely positive effect on the attitude of every person who came through the gate of the community garden to do community hours imposed by the Court.  We helped our clients develop work skills, personal integrity, social skills, their own potential, and anything else that they or we felt could do with developing at the time.  We listened to people, and helped them into rehabilitation that worked, jobs, we helped repair family relationships, we did a huge amount for the community.  In spite of Julie Hallam and her mates refusing us funding.  We want to know whether Helen Staples, the recipient of a large amount of money and many of the assets of the CCC is/was related to Adrienne Staples, Mayor of South Wairarapa, repeated requests for confirmation or denial have been ignored, so you have to ask yourself why that might be.

The Council Minutes then show that in October 2003 the Council agreed to give $1000 to John Crawford and John Gordon - the very same thieving crooks who had the cheek to announce the closure of the Carterton Community Centre four months earlier and the theft of all the funds and assets of the ten organisations and ten bank accounts controlled by the committee - just to come up with a plan for their silly "gaslight project" - and where are these famous gaslights?  Nobody's ever seen them, although rumours abound that they grace the estates of Council officers and employees.  Note that it was their mates Brazendale and Carter from the Community Centre committee that voted for them to get their hands on the money.  

The recent Wai Art Awards which were won by none other than the organiser, Anna Marie Kingsley for her utterly nauseating paintings of old taps is another good example.  A letter to the editor of a local paper shortly after the award, written by a local art teacher, said what the entire community thought - that her "work" was rubbish which nobody liked and nobody believed had won on the merit of the "work"
